IP28 Proponents Submit Signatures Early – The Fight is Moving to the Next Level

Not on the Ballot Yet – Signature Must be Verified First

Initiative Petition 28 (IP28), the radical animal-rights measure also known as the “PEACE Act,” has moved to the next threat level in its attempt to effectively ban all hunting, fishing, trapping, standard animal husbandry, and livestock processing by reclassifying them as misdemeanor or felony offenses.

Proponents have submitted a total of 126,115 raw signatures to the Oregon Secretary of State. While this exceeds the statutory baseline of 117,173 valid signatures, the measure has not yet qualified for the November ballot.

What This Means Right Now

  • It is NOT on the ballot yet: Raw submission numbers always include invalid entries. Proponents currently have a thin cushion of roughly 9,000 signatures.
  • July 2 Deadline: Advocates can continue turning in signatures until the official July 2 cutoff to pad their buffer against disqualifications.
  • Verification Phase: After the deadline, the Oregon Elections Division will use statistical sampling to match signatures against voter registration records, weeding out duplicates and non-registered signers. The final verification deadline is August 2, 2026.

What is at Stake?

Make no mistake: IP28 is the most radical piece of anti-sportsmen legislation we have seen. By removing long-standing exemptions within Oregon’s animal cruelty statutes, this measure would criminalize harvesting game or catching a fish to feed your family. It would decimate scientific wildlife management, strip conservation funding generated by license sales, and completely ignore treaty-protected Tribal rights.

Our Next Steps

The Sportsmen’s Alliance is closely monitoring IP 28. If the state certifies this measure on or before August 2, we will pivot immediately into a massive statewide educational and electoral campaign to defeat it at the polls.
