If passed, building an AR-15 will be illegal, and shooters will have to order rifle directly from manufacturers.

House Resolution 7115 states: “To prohibit the sale, acquisition, distribution in commerce, or import into the United States of certain firearm receiver castings or blanks, assault weapon parts kits, and machinegun parts kits and the marketing or advertising of such castings or blanks and kits on any medium of electronic communications, to require homemade firearms to have serial numbers, and for other purposes.”

Known as the 3-D Firearms Prohibitions Act, this Bill intends to ban the selling, purchasing, and advertising of parts kits for AR-15-style rifles. Large retailers such as Cabela’s and Bass Pro are known suppliers of AR-15 parts and accessories, and many shooting ranges across the country provide classes on how to build AR-15s afterparticipants pass a background check and purchase the serialized kits. Upper and lower parts kits allow a shooter to create a rifle to their personal preference.

By preventing the sale of AR-15 parts and accessories, the Bill would make it illegal for an individual to fix a broken trigger or stock component, rendering the rifle useless. The owner of the firearm may be required to send the rifle back to the manufacturer for repair or have to spend anywhere from $600 to $2,500 on a new rifle.

The Bill was introduced to the House on November 2, 2018, and whether it gains momentum is still to be determined.
