Second, yes it is correct that in Wisconsin a local municipality can restrict HOW a type of boat is used, but they cannot FORBID any and all use of a type of boat. For example, it is lawful for a WI town to regulate that a wakeboat not be used in ballasted mode to generate huge wakes. But it would not be lawful to forbid any and all use of such boat, say for fishing or cruising.
